Is there really fan speed control?

Hi,
I have bought the above PSU. Under "FEATURES", it reads "Fan speed control". However, the fan still rotates when the room temperature is 19.5°C, even after my PC wakes up from sleeping for two hours. Shouldn't the fan be off at a low temperature?

Please help.
